Start Nero and close all the pop-up wizards. In the menu, select 'Recorder' -> 'Burn Image'.

Select the downloaded ISO file and click "open".

When you select the "info" tab, you can see for instance the following:

Now select the "Burn" radio button and click "Burn" (notice "Disk-at-once"):

Nero is used by many burners, but CDR-WIN is another software, available all over the web in test version, that can be used. However, CDR-WIN burns only at reduced speed, but it should be sufficient enough for this purpose. The menu option is called "burn an ISO 9660 image file directly on CD" (or something close).
Another way to burn under Windows to ensure that the ISO is burned as an ISO and not as a data CD is to get BurnCdcc from here http://www.terabyteunlimited.com/utilities.html∞
Its tiny and will only burn ISOs . Burn at max of x8

Another possibility is to burn with a freeware program called "CD/DVD Burner XP pro" in Windows. I got this empirical report by mail:"... the new stable version 2.2 runs under XP and Windows 2000, is very stable and has already given me very good results." It also works :-). For those who have already Linux on their computer, they can use any installed burning program to write the CD. Kanotix has for example K3b, where you click on "Tools" -> "Write ISO Image", select the ISO file to burn, then click on the "MD5-Sum" to get the MD5-checksum for the ISO file (it takes one moment). If the indicated checksum matches the character sequence given in the file KANOTIX-2005-03.iso.md5? (or whichever version of Kanotix you are burning at the time), the Download was successful and one can click on "Write" burn the ISO-file.

The ISO-file can also be burned directly from the shell (replacing the "KANOTIX-2005-03.iso" file name with the one you have, as the case may be):
